- I will be differentiating between those I have personally bought whips from versus those who I know of in the whip making community with good reputations.

- The order in which they appear is not indicative of stronger or weaker recommendation
Leather Whips
These whip makers make quality leather whips
Iris Whips (US) - Alyssum Iris
I personally own 2 leather whips from Iris Whips... A 4' Kangaroo hide bullwhip and a 6' kangaroo hide bullwhip
Swordguy Builds (US) - Torrance Fisher
I do not own any whips from him but he's got a solid reputation in the whip making and whip cracking community.
Synthetic Whips (Paracord, Spectra, Dynex, etc..)
These whip makers make quality synthetic whips - mostly out of paracord, but some make dynex/spectra/kevlar etc.
Iris Whips (US) - Alyssum Iris
I own a custom matched pair of 4.5' performance hybrid whips from Iris Whips.
X1 Whips (Canada) - Christopher Wright
Chris focuses on synthetic whips and has been very happy to share his knowledge to other whip makers such as myself. I own a matched pair of performance hybrid whips from him and his drops and plaiting are exceptional.
Due to the Tarrif situation, he's not currently selling in / shipping to the US, but if you're in Canada, he's a great maker.
Chris' whips are well regarded by many whip performers.
Dakitty Whips (US) - Dakota Winrich
I own one whip from Dakota - a 3.5' Performance Hybrid. I plan to acquire more when she opens up for custom orders.
Dakota's whips are highly regarded by whipcracking performers. Her PH whips are generally quite light - so they are great for volleys and for longer routines so they don't tire you out.
Swordguy Builds (US) - Torrance Fisher
I do not currently own any of his whips, but he's got a solid reputation in the community and his gallery of work shows some really good quality (great tapering and strand drops and very intricate pattern work.)
Whips and What Knots (US)
I own four whips from Whips and What Knots - a matched pair of 4.5' performance hybrids and a matched pair of 3.5' performance hybrids.
His PH whips have a good solid weight/heft to them so they flow a bit slower... which can be advantageous when you want a whip that gives you a tiny bit more time to think.
The Id of Alex (US)
I do not currently own any of his whips, but he is very active in the whip making community - sharing his knowledge and techniques and as a fellow whip maker I can see he knows what he's doing. He sells on etsy.
Nick's Whip Shop - Nick Schrader
Nick has been prolific with this whip making tutorials on YouTube for a decade. He shares "full length" videos going step by step, as well as shorter spot tutorials on specific areas.
He takes custom orders but also often has stock available on his site for immediate sales.
The Scarlet Wench - Tananda Scarlet
Yes, I do in fact make whips. I'm a hobbyist and so I tend to make what inspires me and I really don't want to make a full business out of it at this point. Fire Whips
Fire Whips are a sub-type of synthetic whip - usually make of Kevlar or other synthetic material with high heat resistance.

Juggling Whips
Juggling whips are a specialty type of whip... generally shorter with stiffer transitions and weight distribution that makes them rotate well when thrown like a juggling club.
